The “gambling apps” you speak of - Kalshi and Polymarkets - are the direct result of prohibition. They exist because the US prohibited gaming for so long (thanks to PASPA etc.), but the demand was still there, so providers came up with alternatives like fantasy betting and “it’s not betting, honest, it’s financial derivatives”.
That sort of bullshit is illegal in markets like the UK precisely because they regulate gambling rather than trying to prohibit it.
The repeal of PASPA essentially made it no longer a federal offence (this was great for existing black market operators, tbf) and left it to the States to regulate - some did, with varying degrees of competence, most did not, and that left the window open.
