Cocaine and PCP are schedule 2 in the US, so they can be prescribed by doctors as well.

Optometrists still use cocaine on toddlers, for example, since it’s helpful for opthamology, to determine whether they have eye problems.

The way I understood it was that it was used as a numbing agent for the eye (-caine as in novacaine, lidocaine, cocaine) and that the only reason they used it was because nobody had found anything better.
