To some degree, sure. But I would argue the majority of police in the Nordic countries are not power tripping authoritarians. Some are, but the majority of them are professional and prioritize de-escalation.
I would argue otherwise. There may be less powertripping bastards than in the US, but that bar couldn’t be much lower.
Police don’t need to be individual assholes, if they follow illegal orders and are protecting their colleagues when they commit crimes the outcome is all the same. Their personal motivation behind it is irrelevant.

I stayed in an inn in a town in Germany where Hess or one of the other high ranking Nazis was buried and the innkeeper told us there’s always people coming into town and leaving little offerings on the grave. He described them as “creatures depositing leavings that the city had to keep cleaning up”. I’d hoped he meant it was vandalism, but no.

I can only work up so much enthusiasm for hearing about a new police station but this sounds like the best solution.
