I don’t think such a cynical view of laws applies to all laws in Europe GDPR genuinely improved the privacy of people living in the EU.
I guess if you’re dystopian enough you could claim that labor compromise laws (such as the laws requiring worker representative on company boards) protect billionaires because the prevent the glorious revolution™, but the lack of such a revolution in the US suggests that giving workers democratic input into the companies they work for is simply a good law and not in the interest of billionaires.
