I’m not familiar with KY’s Constitution. Does it say the Governor will appoint the US Senator in a vacancy?
EDIT: Ah I found where there is some argument for the Governor having the authority to appoint a state officer in a vacancy. It’d be up to the courts, I guess.
Kentucky law doesn’t override Kentucky Constitution.
