The downfall of civilization will be civilization itself.
What if we eat people? Diminishing food source, diminishing population, diminishing poop. Eventually the problem solves itself, though technically last person standing has to eat themselves.

Comprehensive sexual education.
Education, in general, and career opportunities for women.
Make contraceptives widely accessible.
Improve contraceptive options available to men.
Acceptance of people who choose to not reproduce. Stop second-guessing, berating, or pressuring them to change their minds.
Note that none of what I suggest here is infringing on anyone’s rights.
