IMO the point is more that this article IS talking about someone specifically in Shenzen, and a report (PDF) I found shows that the average monthly cost for a 1 bedroom apartment in the city center is just over $800 USD a month with a monthly salary for English teachers of about $2,900 USD a month as of 2020. He probably meant “not everywhere in China is like Shenzhen”, not that Shenzhen isn’t entirely in China.
