You seem to be using “he thinks” in the sense “Vance genuinely believes”. I am not convinced Vance believes anything, his actions look like pure opportunism.
No conservatives believe anything. They say and do whatever helps them in that moment and in the next moment they’ll say and do the opposite as long as it helps them.
