It’s saying the rally was in favor of ICE and opposed to immigration and Muslims.
Yeah, but then why does it say “pro-immigration”? To be a proponent of something means supporting it. And those people hardly support people immigrating to their country.
It is poorly phrased.
ICE is short for “Immigration and Customs Enforcement”.
The next part is even phrased worse.
Anti-Muslim hate-rally would be a better phrasing, but “hate rally” is a weird phrase already. A good editor would have dropped “hate” from the phrase entirely.
So, rephrased: “a pro-ICE and Anti-Muslim rally”
The “immigration” in there belongs to “Immigration and Customs Enforcement”, which is the full name of ICE. So it’s saying that he’s pro-ICE, or pro-[Immigration and Customs Enforcement]. The hyphen is a bit confusing there.
