Would also make sense to kick russia out of any international communication forums / organizations. Arguably their actions (not just this recent incident, but also GPS jamming in the Baltic region) directly contradicts the spirit behind such organisation.
Might be difficult to kick them out of the ITU (it being a UN organisation), but there other avenues to explore.
